Only a user with administrator rights can create a new user. 

To create a new user account, select Add User from the Users drop-down menu.

Then, you need to fill in an empty user data sheet, which consists of three sections (Master Data, Profiles and Roles and Additional Data). The Master Data and Profiles and Roles sections are mandatory, and Additional Data section is optional.

If you do not assign a profile (we need specific profile name pas-modeler) to a new user you want to add, that user will not be able to access Scheer PAS Business Modeler .

You need to assign pas-admin profile to a user, if you want a user to have an administrator privileges, and access the Administration tab.
